Summary:

A job execution should be omitted while the application running.

Instructions:

It is possible to accomplish by defining a variable in the Run Frequency job's field. 
Such variable would be assigned with either true or false in a javascript running at the event trigger time. 
The javascript would have a logic on the condition if the trigger time is when the job should be executed - then the variable is true, or not - then the variable is false. 
All jobs with the Run Frequency set to false will be omitted.

An example of the javascript:

genTime('RFQ','now'); 

APPL.run='true'; 

if ((RFQHH + RFQMN) != '0830') 
APPL.run='false'; 

with the APPL.run variable set in the job's Run Frequency field.
