Access to the Staff Member Properties page now requires a user to have the global access right "Project - View Management - All"

Problem:

When a user (a resource manager, for example) attempts to view the properties page of a Staff member, they encounter an error message and are unable to view the page. The error message displayed is  

"Error 401 - Unauthorized. You are not authorized to view the page. If you are sure you have access, try logging in again or contact your system administrator"

This is noticed after having upgrading to PPM 15.1 patch 4 or higher or PPM 15.2. While no changes were made to the access rights for the user, they can no longer view the properties page of a resource as they did prior to the upgrade.

Steps to Reproduce

  1. Create a user with the rights typically associated with a Resource Manager type user:

    • Resource - Create
    • Resource - Edit - All
    • Resource - Edit Financial - All
    • Resource - General - All
    • Resource - External Access
    • Resource - Hard Book - All
    • Resource - Navigate
    • Resource - Soft Book - All
    • Resource - Update Skills - All
    • Resource - View - All
    • Resource - View Book - All
    • Resource - View Financial - All
    • Resource - View Ideas - All
    • Resource Management - Navigate
    • Timesheets - Navigate

  2. Set up a resource and make the Resource Manager from Step 1 the manager for this resource

  3. Create a project and add the resource from Step 2 to the Team

  4. Create a task in the project and assign the resource from Step 2 to the task

  5. Login as the Resource Manager

  6. Click on the Resources link

  7. Click the Resource Allocation icon for the resource in Step 2

  8. Click the "Properties" icon for the resource

Expected Results:

The user is shown the properties page for a resource.

Actual Results:

The user is not shown the properties page for the resource and instead receives the "Error 401 - Unauthorized appears followed by "Error Error 401 - Unauthorized. You are not authorized to view the page. If you are sure you have access, try logging in again or contact your system administrator".

Environment:
This issue applies to CA PPM 15.1 Patch 4 and above and CA PPM 15.2 Base
Cause:

This is caused by defect DE34161

Resolution:

This defect is targeted for resolution in PPM 15.1 Patch 7 and PPM 15.2 Patch 2.

Workaround

Add the global access right Project - View Management - All to the user that needs to view the properties of the resource.
