Most likely there are some programs on the system blocking Spectrum installer to install all the Visual C++ Redistributables. You will need to disable the Antivirus and User Access Control and then install Spectrum again. If the problem still exists, you will need to manually install the missing Visual C++ Redistributables.
If Spectrum is successfully installed, you should see these three Visual C++ Redistributables if you open "Programs and Features" from Control panel.
So please compare this above list with your "Programs and Features", and manually run the executable from the relevant directory and install the one which is missing from the list.

Once all of these three Visual C++ Redistributable have been installed on the system, now you can successfully install Spectrum 10.2
